Doug should be able to visit a shrine easily, there is no problem for that since a lot of people offer tributes to the gods and it is, generally open. As for contacting a god through a Hitomi, this unfortunately is impossible unless it is a god who initiates the conversation. So he would be unsuccessful with the Hitomi in any case.

That being said though, if you wish for Doug to communicate with a god in a log, us mods will be able to NPC one for him. Simply send as an email with a request to want a log with an NPC-god, outlining the details as to what Doug would want to discuss with said god so that from our side, we would be able to decide which god he can talk to!
